After the expiration of the emergency rule in Rivers, Governor Fubara, upon assuming office, met with the Speaker and the Majority Leader of the Rivers Assembly to discuss a way forward. They insisted that he present a supplementary budget, as the Assembly had not been captured in the budget passed under the emergency rule. The governor declined their request.
